The collapsed legacy table does not act like a photo gallery, but sample public HTML inspected during research showed two links to image files in a MugImages folder for an expanded inmate row. Those links were set to open in a lightbox. The county confined-inmates landing page states that roster information is public record under North Carolina law, while also warning that the information is not real time and relates only to the booking event.
The official roster comes from the Randolph County Sheriff's Office and covers current confinement at the Randolph County Detention Center. It does not publish a complete archive of past booking photos, a commercial mugshot index, or a court-case image database. Once a person is no longer on the current list, the visible photo links may no longer be available through the public roster. The county did not publish a fixed retention window for how long a mugshot remains visible after release.

Start with the official county roster rather than a third-party site. The date-confined report works well for recent bookings. The last-name report helps when the surname is known. The roster is a table, so the user opens a row to reach the booking-photo links. If the person is not currently confined or the photo is not visible, call the jail or the Sheriff's Office records unit for request routing.

Are Randolph County Mugshots Public?
North Carolina law does not treat every mugshot request as a simple mandatory release in every context. G.S. 132-1 defines public records broadly, including photographs and electronic records made or received in public business. At the same time, G.S. 132-1.4 creates an exception for criminal investigation and intelligence records, and that definition includes photographs and measurements compiled by law enforcement.
Randolph County voluntarily publishes booking photos for current confined inmates through the roster, but that public display does not mean every past mugshot must be released on demand. The agency may consider whether the photo is part of an active investigation, whether the person is still confined, whether a court order restricts access, and whether the requested record exists in the form requested.

What Is Public
The public roster can show current booking photos, demographic fields, custody location, pod, charge wording, bail fields, and a court reference. It does not provide a full criminal history, sealed court material, juvenile records, an internal jail classification file, a complete investigation file, or a permanent public archive of old booking photos. Court case status must be checked through the Judicial Branch, not inferred from a photo.
What is and isn't public: A current roster mugshot may be visible online, but investigative records, sealed records, and older photos may require agency review or may not be released.
Request a Randolph County Booking Photo
If the booking photo is not visible on the current roster, the fallback is a public-records request through the sheriff's records channel. The official county sources reviewed did not locate a separate online Sheriff's Office public-record request form. Use the jail phone for current custody and the records phone for routing. A useful request names the person, date confined or booking date, arrest agency if known, and the exact record requested.
North Carolina G.S. 132-6 and G.S. 132-6.2 require inspection and copying of public records, limit fees by statute, and do not require an agency to create a record that does not exist. Because mugshots can intersect with criminal investigation records, ask for the agency's release decision rather than assuming the online roster is the only source.
Requests are stronger when they are narrow. Ask for the booking photograph or booking record for a named person and date, not for all jail photos. If the request relates to an old case, include the court reference from the roster or the case number from the clerk's record. The Sheriff's Office can route sheriff records, but court files and expunction orders come from the Judicial Branch.
Mugshot Removal and Expunction
No official Randolph County policy was located that promises mugshot removal after dismissal, acquittal, or expunction. Since the official roster is a current-confined-inmates report, photos normally drop from the visible list when the person is no longer confined, but the county page does not state an exact public retention period. Removal from the current roster is different from clearing a court or criminal record.
North Carolina expunction is a court process under Chapter 15A, Article 5A. Eligibility depends on the charge, disposition, timing, prior record, and court order. A dismissal does not automatically erase all public copies. State and Federal Photos
County jail mugshots are different from state prison and federal custody images. NCDAC profiles may include state offender information for sentenced prisoners, probationers, parolees, and historical NCDAC records, but the state locator is not a Randolph County booking-photo archive.
